Germany was the first country to permit driverless Level 4 vehicles in regular operation, through a 2021 law requiring approved operating areas, technical supervision and data recording.

Level 4 vehicles may operate without a driver in approved operating areas with a technical supervisor able to intervene remotely - Manufacturers must meet functional requirements including risk-minimal states, data recording and cybersecurity
